Brown ground beef and drain.
Sprinkle with salt and pepper, add garlic powder, paprika, and celery seed.
Add prepared mirepoix or diced vegetables (onion, carrots, celery) and cook until veggies are tender, about 10 minutes. Add beef broth as needed to keep the mixture moist.
Add peas, Worcestershire sauce, and check flavor, adding salt and pepper if needed.
Spoon into a pie plate. Top with mashed potatoes or mashed sweet potatoes. Bake at 350° for 20-30 minutes until bubbly.
